FBR – Active Taxpayer’s List Daily Updates (2024)
On October 25, 2024, the Federal Board of Revenue (FBR) announced significant amendments to the Income Tax Rules in 2002. The most notable change is the shift from weekly to daily updates of the Active Taxpayer’s List (ATL).

Under this revised framework, taxpayers who submit their Income Tax Returns (ITR) for the 2024 tax year by the due date or within any granted extensions will be immediately included in the ATL. This move incentivizes timely submissions and promotes a culture of responsibility among taxpayers, facilitating smoother interactions with the tax authorities.

Taxpayers who file their returns after the due date or any granted extension can still be included in the Active Taxpayer’s List (ATL) by paying the surcharge outlined in section 182A of the Income Tax Ordinance.
The previous system, which updated the ATL annually in March, has been revised. Under the new guidelines, taxpayers will be added to the ATL immediately upon filing their Income Tax Returns (ITR). This change streamlines the process and ensures that compliance is recognized promptly.
These amendments significantly advance the efficiency and transparency of the Federal Board of Revenue’s (FBR) operations. The FBR is committed to facilitating taxpayers and creating smoother processes for all stakeholders by adopting a more dynamic approach to ATL updates.
The Pakistani rupee remained largely stable against the US dollar, appreciating by 0.02% during Tuesday’s opening hours of trading in the inter-bank market.

S.R.O. 949/2024 – In exercise of the powers conferred by sub-section (1) of section 237 of the Income Tax Ordinance, 2001 (XLIX of 2001), the Federal Board of Revenue hereby directs that the following amendments be made to the Income Tax Rules, 2002. These amendments were previously published in Notification No. S.R.O. 895(1)/2024, dated June 21, 2024, as required by sub-section (3) of section 237 of the Ordinance.
In the aforementioned Rules, in the Second Schedule, a new Part-II-Z shall be added after Part-II-Y.
FRB NTN Register for Income Tax – Federal Board of Revenue
E-enrollment with the Federal Board of Revenue (FBR) is a convenient process that enables individuals and businesses to register for tax purposes online. Upon enrollment, applicants receive a National Tax Number (NTN) or Registration Number and a secure password. This information allows users to access the FBR’s online portal to file tax returns, access tax-related services, and stay compliant with tax regulations. The e-enrollment process streamlines the registration, making it efficient and accessible from anywhere with internet access.

To complete the online registration with the Federal Board of Revenue (FBR), applicants need to follow a few key steps and ensure they have the necessary tools:
- Online Registration: Start by visiting the FBR’s official portal, where a step-by-step user guide is available to assist with the registration process.
- Read User Guide: It’s helpful to review the User Guide before beginning the registration to understand each step and avoid potential errors.
- Required Tools:
- Computer, Scanner, and Internet Connection: These are essential to access the online portal, upload documents, and complete the registration process.
- Cell Phone with Registered SIM: The phone must have a SIM registered against the applicant’s Computerized National Identity Card (CNIC) to verify identity through SMS.
- Personal Email: A personal email address is required for account confirmation and communication from the FBR.

Biometric Verification
After completing registration on the Iris Portal, the registered individual must visit a NADRA e-Sahulat Center within 30 days to complete biometric verification. If the individual fails to visit the center or the verification fails, their name will be removed from the Sales Tax Active Taxpayer List.
There are numerous NADRA e-Sahulat Centers available to facilitate this biometric verification process.
Post-Verification for Manufacturers
For manufacturers, the Federal Board of Revenue (FBR) may require additional verification after registration. This can be conducted through FBR’s field offices or an authorized third party. If, during post-registration scrutiny, any document is found to be non-genuine or incorrect, the applicant will be notified through the system and asked to submit the correct documents within 15 days. Failure to comply may result in removal from the Sales Tax Active Taxpayer List.
